Column→Quantity mapper proposals.

Propose-only: cloudsprite.resources.foundry.HarmonizationProposalCollection.propose never auto-accepts. Explicit cloudsprite.resources.foundry.HarmonizationProposal.accept creates a team rule and does not write CanonicalSignal.
